MEET BORIS

Boris Noble was born in the former Soviet Union and came to this country as a stateless refugee. His family settled in Brooklyn where he grew and lived most of his life. Today, he lives in Midwood with his wife and three sons.

From a young age, Boris had an interest in politics and would choose to watch Meet the Press over cartoons on free Sunday mornings. He attended PS 179 then local yeshivas Mirrer and Toras Emes Kaminetz — a school he is actively involved with to this day.

He graduated from Brooklyn College with both a Bachelor’s and Master’s degree in political science (with a stop in New School Milano Policy Analysis Program) and wrote a master’s thesis on Business Improvement Districts and their impacts on the local economy.

While finishing his degree and for five years after, Boris worked for the local non-profit Midwood Development Corp. He worked on housing matters and other local issues and created a foreclosure prevention program during the height of the recession in the Midwood and Sheepshead Bay zip codes of 11210, 11230 and 11235. This was more than a job for Boris, but a way to give back to the local communities where he was raised, lived, and walked through each day.

Boris then got his dream job with Brooklyn Borough President Marty Markowitz as his housing policy analyst. There, he worked on everything from tax abatements to ULURPs to placements of shelters. In this role he revived a dormant Mitchell-Lama task force focused on preserving affordable middle class housing in Luna Park, Trump Village and Warbasse. In addition, he served as both the Russian speaking (he is a fluent speaker) and Jewish (he is a practicing Orthodox Jew) liaison for the borough president. In that role he covered diverse community boards from CB 15 to CB 12, including his home board of CB 14, and the King’s Highway Business Improvement District.

Boris has also assisted several political campaigns, most notably Assemblywoman and District/County Leader Rodneyse Bichotte. Their relationship led them being honored with the Haiti Jewish Holocaust Commemoration Award. He has also assisted citywide candidates, district leaders, assembly members, and judges in their respective campaigns. He has friends and colleagues from all backgrounds.

Boris currently works in a non-political role in a city agency where he is known as a “bureaucrat with heart. Boris believes that government can be a force for profound good in people’s lives and wants to take that to the next level by representing district 48 in the New York City Council.
